About

I’m Enayat Nasir — a Fulbright Scholar and education policy scholar with a Master of Science and PhD in Educational Policy from the State University of New York at Albany. I am the founder of the Center for Educational Policy, Innovation and Development, and I bring more than a decade of experience in education policy analysis, research, and leadership.

My research examines how history, politics, and institutions intersect to shape educational opportunity — and how those same forces can be redirected toward educational equity, gender equality, and the inclusion of marginalized communities. My doctoral work traces how political regimes and institutional arrangements determine who gets to learn, what they are taught, and on what terms.

The publication

Policy Analysis with Enayat is an independent analytic platform examining education policy, inequality, governance, and political change, with a particular focus on Afghanistan.

I write about girls’ and women’s education, provincial disparities, higher-education governance, curriculum reform, and the use of education as an instrument of ideological and political control. The work combines quantitative evidence, policy and document analysis, and historical research to move past headlines and explain how institutions and political regimes shape educational opportunity — and how they might be reshaped.

It is written for researchers, policymakers, educators, journalists, students, and anyone seeking rigorous but accessible analysis of Afghanistan’s education system and its wider political context.
